Attendance
Peak crowd size, and whether they arrive all at once or trickle in across a day.
Duration
A three-hour game and a four-day fair are different staffing problems.
Activity & risk
Contact sport, obstacles, water, heights, fireworks or machinery all raise the injury rate.
Heat & weather
Valley summer heat produces predictable casualties. So do cold, wet endurance events.
Venue layout
Distance, terrain and access routes decide whether you need bikes, a UTV or a second station.
Distance to definitive care
The further the nearest hospital, the more capability needs to be on site.
Alcohol & demographics
